I wouldn't put up with substandard machines.  Life is too short for that.  If you care about what you do, programming, then you should use good quality tools for the job.

I'd lobby for even the most entry-level of machines like the MacBook (2.26Ghz Core 2 Duo), with a 4GB RAM upgrade.  It costs $1000 + $200 for the extra RAM.  Pair this with a $200 21"-24" monitor and you've got a great machine at a low price.  Moore's Law has been at work the past several years!

In fact, I vouch for that setup because I have been running that as my production setup the past few months for doing Mac, iPhone and Ruby programming.

If they won't buy a machine for you, I would buy my own.  I've done that before and while it was a stretch financially, it was well worth it.
