The standard at my office is quad-core 4 - 8GB RAM 1TB HDD. Terabyte
drives are piddling cheap (under $150 Canadian). The RAM a bit less
so. My team all has 8GB RAM because we're all running VMs with our
development and IT-controlled Windows/Outlook systems on the VMs.

For about $1,000 US or Canadian, you should be able to get a good, but
not great, computer. For about $1,500, you can get an excellent
computer. Shared build servers will cost you more, but we bought some
quad-core DL360s last year for about $3000 each, each with 10GB RAM
(the machine comes with 2, we upgraded it with 8 more) and standard
drives.

There's no excuse for not providing developers with a newer computer
if the hardware is over three years old.
