In my experience, we get much more management help on large projects.

The larger the project, the more adamant is the demand that we know 100% 
of the requirements before we begin to build anything.

With a modest project, we are given more leeway, and we generally apply 
what we learn as we go along.

Large projects *do* require more discipline, but most large project 
methodologies are based on some form of waterfall lifecycle model, and 
that simply doesn't work in most cases.
