Regarding wtf code, I think a lot of this is caused by things like deadlines, 
but for some years there has been this emphasis on multitasking, being 
interrupted mid-code/fix to work on something else at a moment's notice. This is 
the cause of a lot of bugs and wtf code when the programmer ends up mentally 
disorientated or frustrated by this that they give up on neatness for awhile.

This despite that it has been proven over and over, that the human mind does NOT 
multitask well. Make a person multitask (Except when maybe they need a break) 
and their attention to detail and ability to code accurately goes down the tubes 
at rocket speed. Studies have been published over and over again that something 
as simple as an interruption every 20 minutes decimates productivity to a 
fraction.

Yet job postings continue to list multitasking, and the ability to program under 
high stress and code fast.

Would you want a brain surgeon to do a rush job on you?

normal you sure are not going to like incompetent."
