I think one major reason why few serious institutes offer comprehensive
online IT related training (especially leading to degrees rather than
prepping for professional certifications) is that there's over the years
been so many (and there still are) illegitimate "online universities"
offering what amounts to little more than scams around the same topic.
To offer one by now more or less taints your name with the suspicion that
you're just another of those diploma mills.

Don't forget that for years they were indeed disappearing, moving to Asia at
such a rate it was predicted that by now there'd be no programming jobs left
in north America and western Europe.
Of course those predictions didn't come to pass, but many jobs were lost,
education departments received less fresh students as a result of the
rumours alone (let alone the almost daily reports of companies of all sizes
offshoring their IT departments and laying off thousands of highly educated
people).
Quality as well as quantity was lost in the process, and it will take a long
time to recover not just the infrastructure but the confidence of people to
start a career in this industry (more so as whenever there's an economic
downturn, IT is the first to get hit, the last to recover, and we're in the
middle of one).
Even if it recovers, there'll be far fewer jobs overall to go around, and
most of those readily filled by the hordes of currently unemployed people
with experience (of course many companies would rather have the cheap
snot-nosed kid fresh from college, then replace him a few months later when
he turns out not to know what he's doing but at least his resume lists all
the latest hypes, another major flaw of our industry, at 35 you're old, at
45 you're unemployable).
