I agree that a virtual data center run in the manner you believe could 
create
problems for load balancers, but I don't see the issue as specific to 
load
balancers nor how the problem depends on virtualization.  Colocation 
and other
kinds of webhosting services create the same issues irrespective of 
virtualization and
virtualization's contribution is likely to be that it multiplies the 
number of servers
(and possibly, customers) that can create such issues.  On the other 
hand,
a virtual datacenter might choose not to have customers set IP 
addresses,
so management of addresses remains centralized.

That said, there are many ways that customers who are in control of 
servers, virtual
or otherwise, can step on each other with both IP addresses and MAC 
addresses.  Ideally,
independent customers are given separate VLANs, but even then, a 
customer's
use of a MAC address might affect another customer.  Also, if this is 
pursued in a
large datacenter, the number of VLANs might grow very high, creating 
additional
challenges.

The Cisco ace load balancers support a kind of virtualization and are
intended to give customers the ability to run their own virtual load 
balancer.
They can give customers the ability to manage their own VLAN(s) with 
the address
space and routing that the datacenter set up for that VLAN.
