this task can be done easily with the BWM features of Radwre AppDirector.
Furthemore you can use the DefensePro - the Intrusion prevention System.
This device behaves like a cable that limits the traffic to your requirement - without any scripting - out of the box.

On Top you get Intrustion prevention, Behavioral Denial of Service protection and HTTP mitigation for you own network.

I'm not sure why the F5 people would be unsure where you'd get an  
iRule from. There's an iRule that does exactly what you're after (In  
one box, not replicated) on the iRules repository that's at  
devcentral.f5.com.
