Deployment is a very different issue from development of software.  Rolling out a system to
120 countries with an installed user base of 2,000 users is expensive and non-trivial.
Creating a new build of a software package is easy and cheap in comparison.  Developers focus
so much on the development part of the lifecycle that they forget that they are just a cost
that must be paid in order to gain the business benefits that accrue from the operation of the
system. Unfortunately, most IT and project managers forget this too, which is why there are so
many failures in our line of business.
