Rolling out a system to 120 countries with an installed user base of 2,000 users is expensive and non-trivial. Creating a new build of a software package is easy and cheap in comparison. Developers focus so much on the development part of the lifecycle that they forget that they are just a cost that must be paid in order to gain the business benefits that accrue from the operation of the system.
