I could easily estimate the individual requirements, ask you to prioritize them, and then implement them in priority order. We could define an iteration length, say 2 weeks for example, and I can tell you that in the next iteration I'll develop X amount of functionality for $Y. If that seems fair, you fund the effort. Next iteration we do the same thing. Over time my estimate will change, my team will hopefully get better, and you'll have a previous history of my team's work to base your decision on. This puts you in significant control because you can pull, or increase, my funding fairly easily.
