You can, but not reliably.  Okay, I'm being picky.

One of the sins...  Okay, I'm being picky.

Agreed, if we take that line, we risk that result.  Don't throw
blame about; what we need are ways forward.  Stop doing
the bad things, start fixing the problems with the bad things that
have been done.  Learn how to make change easier and
cheaper.
