Absolutely!  I was speaking mostly to the situation where you are
starting a project from scratch or adding a major new capability to a
system.  The modeling I was advocating is primarily aimed at figuring
out what the user experience should be and what the underlying
architectural decomposition is.  Both of these would be less likely to
need modeling when adding a small increment to a running system - both
the user interaction paradigm and the system architecture would
presumably already be in place and the only required modeling would be
if there was reason to believe the changes would stress the
architecture.
