Certainly there needs to be some communication; 
communication that produces a coherent whole out of the 
potentially disparate and conflicting features of individual
projects.

Centralised command and control is one approach, but
there are alternatives that might work.  Self-organisation
is one approach, whereby the projects communicate
among themselves to progress co-operatively rather
than competitively. 

There still needs to be some overall vision toward which
all projects are progressing, and the degree to which
this is derived internally or supplied from outside will
probably be determined by the degree of business
awareness held within the team of teams.  The more
abstract the goal that is handed down from above, the
more potential for agility there will be when working to 
fulfil that goal.

I recall people talking about a "Scrum of Scrums" that
dealt with inter-team co-ordination; I believe the Scrum
Masters from each team gathered to hold their own
Scrum meetings.
