AFAICS, the Sprial Model is *one* best practice that is
almost universally applicable in agile methodologies.

If we take XP as an example, a constrained variant of the
Spiral Model is one of 12 best practices that XP considers
to be universally applicable wherever XP is appropriate.

However, we must also consider that 'agility' is a lot more
than any set of best practices, it includes the value system
and principles that allow us to select the best practices 
that are appropriate to our situation, and to re-visit that 
decision as often as is necessary.

If you want a short definition, agility is whatever it takes to
be able to respond effectively to changing circumstances.
(That's just a quick off-the-cuff definition, I wouldn't want to
have to support it in court  ;-)  ).  As such, the Spiral Model is 
a *single* step in that direction, but on its own it is far from
adequate, and it is at the mercy of the people enacting it
as a process.
