Agility has value when predicting the future is difficult or the
cost of being wrong (in terms of time or the liability for wrong
results) is low.  In a predictable environment then converging on
a solution is slower than going straight to it.  XP-style YAGNI
implies a very limited forward view, one story at a time.
Managers who are judged on long-term results find this difficult
to accept as it smacks of code-and-hack.
