If an agile team practices lean
thinking, one of the fundamental tools
is to examine the value chain for the
business process the software plays in.
Focusing only on the software
development tasks will inevitably lead
to sub-optimization.

It doesn't.  Agile methods, like most
software development
methods, focusses on the expensive pause
at the beginning of the
project.  No consideration of the bulk
of the project is taken
into account.  It is up to the business
users to have the vision
of where the system is going and what it
must do.  Most of them
don't think like that, so guess what,
you end up with failed
projects.  The C3 project, XP's
favourite story, was canned
because it wasn't delivering the
business value required, as it
handled only 1/3 of the functionality
and the old legacy system
couldn't be turned off.

Expecting users to work through the
systemic implications of
development and operational tradeoffs is
unrealistic.  After all,
that's my job!
