The requirements were detailed, and were collected over a number of months.
This is a large project, with a peak team head count well over 100. As far
as I know, they were not using Agile approaches at all -- but I have not
been deeply involved in the project.

Given the commercial approach being used (a fixed-price contract scoped and
costed on the basis of requirements), I think the project had no option but
to gather detailed requirements up front.
