I don't think Robert necessarily meant release cycles when he
used "cycles" above. I think he meant iterations (of which there
may be many within a release). The customer negotiates when
they will take/accept a release. And there might be several
iterations within a release. And ideally, even tho the customer
may not take delivery at the end of each iteration, they still=20
negotiate the contents and priorities of work to be done at
the start of an iteration (30 days or less) and will evaluate
and give feedback on the result of each iteration (even tho they
may not have it delivered/installed to them), and are available to
quickly resolve questions/issues/priorities during the iteration
itself.

Again this hinges upon one of the other items about having
close customer collaboration at the beginning and and of
each iteration as well as timely accessibility and decision
resolution/turnaround time during the iteration. As you stated,
this ideal is not always attainable.
