I think that you are right with "one person should drive the implementation"
but one person can never have all the ideas.

Look at Python and Linux. Both systems are driven mainly by one person
(Guido and Linus) but they had input and patches from a lot of people.

So someone must take control but the more people give support, the better.

Unfortunately, there doesn't seem to be anyone who dares to seize
control here or he/she would have already done it :-)
