Everyone is likely in favor of judgment. My judgment is that these
things are true:

1. There may exist an actual case where refactoring without tests
   is a best.

2. No one has ever shown a refactoring opportunity of any magnitude
   where it is demonstrable that not testing is best.

3. Getting away with something does not even begin to suggest that
   doing it was a good idea.
