What features that are available in an IDE (e.g., Eclipse) are missing in vim?

I'm working with R and python right now. I might develop something for
python with ctags. But this will take me some time. Are there any
existing python refactoring tools?

But I don't want to reinvent the wheel for R (ctags doesn't support
R). There are some existing R refactoring tool developed for Eclipse.
I still need to decide whether I want to go to Eclipse for R
refactoring or develop my own tools used with vim, as I already have
many utilities developed for working with vim.
