So far the best automated refactoring tools for C++ that I've
encountered are add-ons for Visual Studio.  I wrote up a comparison
review here:

When I last looked at the refactoring support for C++ in Eclipse, it
seemed even more limited than the support provided by Visual Assist X.
IIRC, there was just Rename.  That was a while ago, hopefully things
have gotten better by now.

For other refactoring tools, you may wish to evaluate them against

I'd love to see this become the basis for a comprehensive review of
C++ refactoring tools in any environment.
