Thanks, folks. It might surprise you, but this really helped me. If nothing else it gave me a sensible and eloquent set of objections that I could use to frame the white paper. ("Experienced developers who are not in favor of code review say THIS.... how do we answer that?") 

 So I very much appreciate your views, and the time you took to share them.
