You summed it up in one neat sentence.  Very nice.

This definitely fits (in my mind and understanding) what the term
"Software-In-Process" should mean.  Now, the challenge is to figure
out ways of using the SIP measure to improve things ...

Blame it on sales folks.  The definition of "lead time" that I'm
familiar and comfortable with is the one used by sales people who deal
with finished goods only.  To them, the duration between ordering
finished goods for retail to the time when they can actually hand it
over to their own customer is their "lead time" ... and that, strangely,
makes sense to me based on what I intuit "lead" to mean ...

But yes, having more than one definition makes the term less useful as a
rapid communication tool and can only lead to confusion.
