You're looking for a command case from which to draw conclusions. Some
people find the most insight in worst case, some in best case, and some
in average case. I don't see any automatic way to choose between these.
I suppose you could ask if the worst case or the best case is the
biggest problem.

One part I'm not so clear on:

Suppose that when I have code I want to deploy, it must go through a 
review board first. 
1. You have to schedule your review two weeks before the meeting you 
want to be reviewed in.
2. Your review must happen at least two weeks before deployment.

At some level, this puts two 2-week delays in place. But what you do 
is do step 1 when you _think_ you're two weeks away. Usually you'll 
win the bet and be ready for review; occasionally you'll miss and 
take a month hit. 

How do you represent this in the value stream map? I guess the 
essence is that you have these tasks that can sometimes, but not 
always overlap.
