My understanding of the SIP idea includes nothing relating to the "software
developer" and everything relating to the "customer". The measure is, as I
understand it, a measurement / estimate of the amount of time the software
spends "being built": the delay between the moment the customer asks for
it, and the moment the customer gets it.

SIP is an answer to the perennial customer question, "why does it take so
long?"
