swig-4.1.0 beta1 release available for testing

I have finally made a beta version of SWIG 4.1.0 available for testing
before making the official release. I aim to turn this into the official
release on 24 Oct if there are no major issues reported, so please test it
before then and send feedback via the Github issue tracker
<https://github.com/swig/swig/issues> or reply to this email including the
mailing lists.
