He did not say the obvious part:

What he did was make a small edit in the CSS, flip
over to a Web browser, and hit <F5>. (At least I hope
he knew <F5> would refresh the page.)

TDD works by rapidly alternating between small code
changes and automated checks. Authoring a user
interface's appearance works by rapidly alternating
between small code changes and visual checks.
