I've seen recommendations that four locales are sufficient:
English (either US or British), a Western European locale
that can't be represented by Latin-1, a right to left script
such as Hebrew or Arabic (I think Arabic has some extra
things that might make it the better choice) and Japanese.
Substitute either Chinese or Korean if your company has
more contacts than with Japan, etc.

If you've got those, it's not all that likely that you're
going to have major problems with any other language
in the Unicode set. At least, that's what the recommendation
said.

The latest version of FitNesse (20040604) has full support for
UTF-8, so the Java version of FIT they ship with it
does also. The latest Python FIT (0.6a1) also supports UTF-8.
I don't know about the support level in any other versions
of FIT, including the version of dotNet that they ship
with FitNesse.
