GhostScript can read PDF.

Agreed. The only time I can imagine wanting to test PDF output directly in a
Test-First scenario is when testing the PDF renderer. In this case, you need a
good understanding of PDF, and can check the output stream (as text)
directly. Compression is a separate layer that replaces a normal (text) PDF
object definition with a compressed version. The same applies to encryption.
