I think it would go a long way toward that, but never having implemented such a
thing myself, I can't say for certain.  It is fortunate that at least one (the
original) version of FIT is written in a language (viz., Java) that many other
languages have been implemented in (at least once) and for which a third-party
API has been defined explicitly for interfacing to.  C certainly fits the first
criterion, but not necessarily the second.  Ruby, for instance, does not fit
the first criterion.
