Issue 1689's solution no longer needed, removing would fix 2225

It seems to me that the patch to resolve
http://scons.tigris.org/issues/show_bug.cgi?id=1689
(adding parens to the list of "special" characters to be shell escaped)

Is no longer needed since the switch to subprocess.

Thoughts?
Am I off base here?
Rolling back the addition of parens fixes bug:
http://scons.tigris.org/issues/show_bug.cgi?id=2225

I also have created a unit testcase to check that parens are no longer
shell escaped.
