Re: pip install scons

Bill,
I think the point of this is that it is the latest version. Pip 8.1 is the latest and it is failing.

I will try to see if a reinstall will correct the issues

O.k. I've seen that before, but if you upgrade to latest pip
(pip install --upgrade pip)
It should install fine.

You're issue is covered in bug:

I'll take another look at it today if I get a chance.
