Pull request to fix bootstrap on default branch

Hi, I am new to scons development.

I just created a pull request to fix the bootstrap.py script on the default
branch.  Do I need to assign a reviewer?  How do I pursue getting it merged?

I also noticed that the SCCS tests are still in the basic.py test file.  I
didn't remove them since I can make progress on the Dir target problem I
was discussing on the scons-users list.
