Feedback for VC Discovery Changes

I've put up a pull request and wanted to try and get some feedback.
Instead of solely relying on registry entries for VC discovery, the changes
switch to a more object-oriented approach to make it easier to deal with
Microsoft changing the installation discovery mechanism for Visual Studio
going forward.
