.scons/

I am thinking about introducing project level .scons/
directory located in the same directory as top level
SConstruct.

For now I need just:

  .scons/plugins/

But it may also include scons-....zip to make a project
self-bootstrappable, like gradle:

What do you think about the idea?
If we can cut a 2.6.0 with it, I will be interested to code that.
