leaky-handles.py test intermittently failing on Travis

I was looking at the test and maybe I don't understand but it looked like
it was really just testing python rather than scons because the other file
handles being successfully closed when the command is run is related to the
Popen calls close_fds arg working in the posix.py Platform?
