Hello all.

My apologies for neglecting to respond sooner, but I was unexpectedly reassigned to another task. When I finally did return to this issue, I found that it had appeared to resolve itself after restarting my machine; the build time was now very comparable to Make (5.4s). Thinking that the issue might perhaps be related to one or more other applications I had been running in the meantime hogging resources, I decided to leave the problem and work on something else. This morning, after allowing my machine to run for several days without restart, I tried again, and lo and behold, the build now took about 29s. Feeling confident I was honing in on the issue, I quickly restarted my machine and tried another build. 

It still took 24 seconds.

So now I'm right back where I began. Just to reiterate, I always check Make as well for comparison and it consistently takes about 4 or 5 seconds no matter the conditions.

As requested last time, I have created a github repo with my SCons files and source files of equivalent length: https://github.com/TonyPeterLong/scons 

FYI, my OS is Windows 10 Enterprise, Version 10.0.17134 Build 17134.

There are 8 files ranging from 417KB to 3KB. All 8 files together total 756KB.

Can you create a mock test with equivalent length files filled with "a" and create a github repo so we can try to repro?
