I have such a case at this time. In fact I have a PR open on this as there is a breakage in python3. It is not a big deal to me.. value builder allow a better "glue" that Alias()s for some more dynamic builder cases I am trying to deal with such as a better set of "middleware" builders for cmake and automake. This is more an annoyance as than strong need. I was just unclear on the expected behavior as we do have examples of Value builders in the man pages.
