No, the ugly hack is having multiple sets of code that decide paths. :)
You're right; I'll have to exclude 'categories' as a first level Wiki name
if the tool level is 0. That aside, I'm hoping I won't have too many
problems.

Hmm. This is maybe a problem, as that might collide with the radio style
URLs. I don't know yet wether I plain dislike it or just think it's a ugly
hack ;-)

Set up a check and do it dynamically when the tools index is visited. That
way you are safe from not-fully-initialized tools - and nobody really cares
for tools pages before he visits the tools index page :-)
