It's just a pie in the sky thing for now... There were two ideas: One
Windows-oriented (ActiveX based?) version conceived by Alex Martelli
and one CGI/JavaScript based version (with built-in Web server) that
is what's currently "planned" -- although there are no concrete plans
for implementing it for quite a while yet...

I think Quixote (a web app framework for Python) has a system of
widgets and stuff -- if you want to focus on HTML, that might be worth
a look. (Then again, there are *tons* of web app solutions for Python,
the most famous one, I guess, being Zope.)
