I think you can use wxPython with OpenGL (e.g. through PyGame). Also, PyUI (pyui.sf.net) supports some OpenGL-based UI-stuff (but that doesn't seem to be what you want?) There is a partial PyUI-backend in Anygui, but it's not currently functional.
