Well, you may certainly view that as flawed behavior, but it is the way the current layout works. In other words, this is according to spec, and not a bug (if I understand you correctly). We have discussed adding such information as miminum size to components (which will be calculated from text) and to base some layout managers on that, but that should be considered a future feature rather than a bug fix right now. (I think it's a bit ambitious for that.)
