As mentioned on the biopython-dev mailing list thread about
the imminent Biopython 1.69 release, I would like to begin a
gradual dual-licensing in our next release:

https://github.com/biopython/biopython/pull/904

Technical comments are welcome on the pull request.

If there are no objections, I will (rebase and) merge that
later this week.
