[Biopython] Git freeze in preparation for Biopython 1.88

Dear all,

It has been four months since Biopython 1.87 so time wise not unusual
for our next release, which I am starting now.

Fellow maintainers please treat the default branch as frozen until
further notice - this should be finished today.
