Projects are not really owned; it's more important to have an active 
maintainer than an inactive one, and freedom to fork ensures
project survival.

I'd rather have an active maintainer than an inactive/absent one, all 
sensitivity to possible external factors involved in the situation 
included.    It helps ensure things
continue to work and move forward.

Sourceforge has a process like this, so does Fedora, and they exist for 
good reason -- namely making sure there is always an active maintainer 
that can look after the project.   It is not about casting blame towards 
anyone, or even seeking approval, it's about looking after the bits.
