[ANNOUNCE] Cheetah v2.2.1, Mr. Gorbachev, tear down this wall.

A little bit earlier than originally planned, I'm happy to introduce 
Cheetah v2.2.1. Why so soon you might be asking in your head, why not!

Well, there's a very good reason, Cheetah v2.2.1 is a release of a 
"reunified" Cheetah. Tavis has now returned to the "scene" and we've 
started to bring the Community Cheetah and "standard" Cheetah resources
back together.

For example, the bug tracker can be found at:

Whereas the Hudson installation can now be found at:
	http://hudson.cheetahtemplate.org

So, what's in v2.2.1? Some minor changes here and there:

- 0000021: [Compiler] @static and @classmethod don't properly define the _filter local
- 0000023: [Compiler] Update Template super calls to use super() 

v2.2.1 also includes preliminary Django support built into the Cheetah 
"standard library" itself (`import Cheetah.Django; help(Cheetah.Django)`)
