Re: use of setuptools in SetupTools.py

Mike,
setuptools has improved a lot in the years since I added that note 
and it's safe to consider it a 'supported' installation method now. 
Support for it will not be removed in the future.  I think that note 
should be changed to say that it is an optional install method.
