Cherrypy support HTML/CSS3 fully?

Hi There,
I'm starting with cherrypy and discovered that making html-files and
loading them with open(file).read is not the right way to go, however have
seen some code that seems to work as basepage.
My question is: I'm trying to create a button with a background image nor
in html or in CSS3 works. Is this the limitations of cherrypy or what do i
wrong? I have tried different solutions and codes, help would be
appreciated.

The code is:
html <div style="background-image:
url(http://127.0.0.1:9090/static/images/login.png)"
or in CSS3
#addbttn { background-image:
url(http://127.0.0.1:9090/static/images/login.png)}
This would be a reason to put cherrypy behind an apache.
