emeditor的设置[All Configure]->[File]->[Open
Encoding]，改成你要的编码就行了。字体应该不用等特别设置，不过Big5用MingLiu总没错吧。
如果发现打开的文件编码有问题，可以手工在右下角的状态栏处的编码区双击，然后在弹出的菜单中选择你要的编码，很方便的

vim稍加配置也能达到类似的效果，不过要安装插件，再作些定制，麻烦些
