Summary: pycrypto padding and support functions

Initial Comment:
I had to implement some blockcipher padding 
algorithms (rfc 1432), some PEM processing and PKCS#1 
v1.5 ecryption and signing schemes (which are not as 
safe as v2.1, but more common). 
It also includes a partially implemented ASN.1 BER 
decoder / DER encoder. 
 
Implementations are provided without any warranties.
